Sadly creating a new Microsoft account with the previous email doesn't restore the content and purchases
That are connected to the whole account itself, not the email / alias

It depends. But if maybe you have payment methods attached to your account

Please freeze them or ask to your bank to block incoming / future charges from Microsoft

As a fellow gamer, I understand how important it is to get your account back. Before anything else, I just wanted to set expectation that here in the community we don't have tools to check on accounts.

To prevent such things from happening in the future, I suggest to never provide your information to anyone, never click on any link associated on a suspicious email address, never provide your email address on third party platform specially if the website looks fishy.

For recovering an account, you will need to go to https://account.live.com/acsr page and fill out the form being asked. The more information you can provide, the higher the chance in recovering your account.

In case the hacker changed everything on your account, there is a possibility that it will show that your account doesn't exist anymore. What I suggest is to try contacting Xbox support directly via https://support.xbox.com/en-US/contact-us

On the page, click on "Contact us" > Subscriptions & billing > I can't redeem a code > Type in "Support" then there you should see option to message or request a callback from the Xbox team. The option I provided here is diferent, this is just a way to easily find the option to reach the Xbox support.
