accessing content on two Xbox one consoles

All Xbox Live downloaded content (except Avatar items, for some reason) comes with two different content licenses. One for the gamertag the DLC was purchased on, and one for the console it is purchased on. In other words, when
you buy any downloaded content, every other gamertag on the same console is allowed to access that downloaded content. Only the gamertag that bought the downloaded content is allowed to access that content on a different Xbox console.

When you purchase content you're given two licenses basically, one that's tied to your gamertag and one that's tied to the console. The console one is the one that allows all other profiles to access the content. So the license transfer moves that license
to whatever console you need it on. Your account can redownload and play the content on any console as long as you are signed into Live, but your account would be the only one to be able to access the content if it's on a console without that console license.

Sharing is allowed and only works with two consoles, the third console would not have access to the content, only if one of these consoles were turned off, in case the account where the desired content was not online

If you have two xbox ones, set the console in the living room to be your home xbox. This will grant anyone access to your digital content. When you sign in to xbox live on the console in your room only you will have access to the digital content and only
when you are signed in to xbox live. Note: if your account is signed in on the second xbox (the one in your room). Other signed in accounts will have access to your digital content again.

There should be no need to change back and forth between home consoles with this setup unless multiple users need access to digital content on both xbox ones and you don't want your account signed in on the second xbox.

No, it wouldn't. Ad hoc wireless enables System Link play. It does not grant access to the other console's content.
