It's not that 'picky'. The controller that the OP has is a cheap Chinese imitation Xbox 360 type pad, which from the looks of it doesn't support Xinput.

If you have an Xinput controller supported it will work with Windows Store games, it doesn't matter what the make is. My controller of choice is the 8Bitdo SN30 Pro+ it's not licensed by Microsoft and works on everything.

try UWP Hook to add the gamepass game to steam launcher and give it a try.

I couldn't find any information about that controller being compatible with the game or not. However, I'll recommend using an Xbox controller.

Windows and Xbox are both Microsoft products, so an Xbox controller is natively compatible with PC.

Also Forza makes great use of the impulse Triggers (an exclusive feature to Xbox controllers) so you get better vibration feedback.
