    Hi

    No this is not permanent you will be allowed to join the program twelve months after the expiry of any enforcement actions taken against you.

    It means you have had some kind of enforcement action on your account within the past 12 months.

    You can't join the insider program if you have had any enforcement action with the past 12 months.

    I am truly sorry about this, and I wish there was something we can do about this but the refund department and the game testing team are both separate departments. My advice would be to reply to the refund email, that way your response is seen by the refund department team, and if you wish you can provide feedback about this by following what's mentioned here => Provide feedback as an Xbox Insider | Xbox Support.
