Able to buy a game more then once

once a game gets removed it will be installed but you wouldn't be able to play unless you buy the game

Since it has to do with a suspension because of payment, you may want to call support and speak to billing so they can help you sort that out faster.

Unfortunately, I'm not sure what else you could do for the password issue. Hopefully someone else will have some advice.

What happens when you try to buy it?

There isn't even the option to buy it. All the details are in correctly, and I am currently suspended for having 'false' payment options. All of them work, as I just bought Membership for another game with it. I also don't have the password to my email account
associated with my XBL account, because the password was changed and the 'backup' email got changed as well.

I have had a rough day and if this is going to be a massive stamp saying 'Denied' on my forehead I am not going to be at all happy.

If it was in-game currency, there is a possibility that the content you purchased with them is gone due to the refund. In this instance you would simply just buy the coins and then purchase that content again.

Regardless of the case, you shouldn't experience any trouble completing that purchase once more, as long as your payment instrument is not blocked.
