He didn't win 32 himself. He gifted the points to others and they won. He is the person that has helped 32 people win and now after tonight its now at 35!

Nothing can be transferred between accounts. However, he can still use the gift card to purchase games and DLC as a gift, and send the gift to himself. Then he can redeem the code on his account, and play the game and DLC on his account as intended.

In this case it is hard, if you purchase currency in your area he cant use in his region either. Best way would be to just send him the money. He can then buy it that way. As palmetto suggested if you do buy a gift card/currency make sure it is in his region.
Personally bought a friend a game in different region, but sent him the cash through paypal he then purchased it himself.
