a gamertag that has not been used

The gamertag Accel has not been used and has zero gamerscore when will i be able to get this gt?

I am afraid you cannot get your old gamertag back. No one snagged or used it, it's just that the XBox Live system does not release used gamertags for availability. That is why when you try to register a gamertag, and have the error that it is already in
used though gamerscores are at 0, it is because someone has owned this gamertag before and changed it to something else.

There is still no date about microsoft releasing unused gamertags with the Xbox 360. Some Live gamertags that has been used before with the original Xbox (not the 360) has already been released.

It isn't an on demand service nor does it have to be an Xbox account to be active

It just has to be active some people have forums accounts or Skype or Xbox games for Windows or apps for Windows which case you don't need achievements just purchases

 

If the tag doesn't log in for 5 years then it's made available.

As ngocphi said,gamertags are used on other services,not just xbox live so you can't know whether the tag is being used or not.
