A game download keeps getting stuck at exactly 39.3% every time I try to download it.

The game I am trying to download is Fallout 4 from a disc. I have tried installing it offline, updating my console, restarting my console a few different ways, clearing local save games, and every suggestion I have seen. Nothing is making it progress past 39.3% and 11.05 GB. The download speed is pretty fast up until that point. When it reaches there, it drops to zero instantly and I get the notification that the installation has stopped. I know I have enough storage space for the game, so that isn't the issue either.

Update: I did a factory reset and it stopped again, but at 38.9% this time.

I am using an Xbox One that is kind of old, so I'm not surprised it's having problems. I have no external hard drives plugged into the console and I don't use one for game storage at all. The problem is happening for multiple games, not just Fallout 4.

I bought Borderlands 2 as well but in my case, the money was subtracted. The game gets stuck in 16% every time I try downloading. I cleared the cache and even deleted the game and start over several times. Keeps getting stuck at 16%

If I understand correctly, you are trying to download an Xbox app on your PC.

If that is correct, you may want to try resetting the Store cache:

Go to Start > type wsreset > select wsreset.

When the Store opens, check if app downloads have started.

I am trying to download Metro Exodus from Xbox Game Pass App for PC but my download keeps getting stuck. This problem is not unique for this game but every game I try to download through Xbox Game Pass PC App through my Gamepass Pc subscription keeps getting
stuck after running for a downloading for a 5 to 10 minutes. I noticed the download usally gets stuck when I use the internet during the download period. It doesn't matter if i use internet on the same pc or use my phone to connect to the same wifi. I don't
think it's a problem with my connection. Because I don't have the same problem when I use steam, epic game store, origin, uplay etc. Only my microsoft/Xbox Gamepass Pc download seems to get stuck after running some time
