I think it might be a setting you have for that account. You said it under a family account, so try and look at your settings for that account. Parent controls.

If that doesn't work then I would recommend calling Xbox Live. 1800-4MY-XBOX.

How to create a Zune Music + Software account for someone who is under the age of 18

First, you have to open a Microsoft Account (also known as a Windows Live ID) for the person under the age of 18, and then give permission to that account. Here’s how:
