I suggest you to run the app
troubleshooter:

1. Press Windows
   Key+X.
2. Click Control Panel.
3. Select Troubleshooting.
4. On the left pane, click on
   View All.
5. Click on
   Windows Store app
   to run the troubleshooter and follow the on-screen instructions.

Also, please try: to perform a clean
boot, this helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 10.

Once complete, if the issue continues I then recommend to check your Nat type from the Xbox app and try to change the

Online Safety and Privacy Settings in your account. (There may be child settings stopping you from launching the game)

A Forza Online Ban? That feels a bit too farfetched to me. I have the Forza Motorsport games 5 through 7 and they work very well, online or offline, though Forza motorsport 5's Search feature is a bit broken when I try to search for something by name, meaning I had to search by Tags.
