This error code typically means that the Microsoft Account is temporally Blocked or suspended.

Try to sign in to "account.live.com" at that point just update the account on that page and make sure every thing is up to date.

Hm you was temporally suspended for bio, let see your ip is running good, hm try calling Xbox support about this matter and make sure you connect with the hardware deptaparment for further help.

Then I would temporally move the xbox to where the router is and hook it up with a short cable and tv , just to see if you can get it back up ....then move it back ...surely that is "possible" ....or take to a friends house and test it there...or temporally
move the router in the same room as the xbox maybe? what kind of isp you got?
