28 days later and I have not received codes of GOW Collection

28 days ago (14/10/2016) i bought the version of GOW 4 Ultimate Edition (digital) though so far not received the codes dowload through xbox live box messages,

I contacted the xbox live support, said they would have to wait one month after purchase, I'm not a subscriber xbox live gold, it is normal this delay? I want to play GOW collection, thanks for the support
