2 gamertags on the same account - can only access one

Are you using it on the same console, not just gamertag, it was originaly purchased on?

If not, a license transfer is required or the downloading gamertag is the only one that can access the content.

You can only migrate your account to a new Xbox LIVE country, not to an existing one.

If you make a new gamertag, it will start from scratch. But you can make a silver gamertag to download things from and you will still be able to access them with your main gamertag as long as it's on the same console.

If you have a 360 and a one then you can sign in using the same account/gamertag, but if you have 2 360s you have to have 2 separate accounts/gamertags

Black Op's map pack will only play on the original Xbox it was bought from unless you transfer your account to a new Xbox and are using the same gamer tag as originally purchased.

For example :

Xbox 1:

Gamertag 1 - Gamertag 2. (both accounts made on this xbox)

If Gamertag 1 purchased the content then everyone on this Xbox can access the maps.

Xbox 2:

Gamertag 1 (transferred from xbox 1) Gamertag 3. (made on this xbox)

If Gamertag 1 comes over to this xbox and redownloads the maps. Gamertag 3 will not have access to the maps as it is only allowed to be used under the usage policy by Gamertag 1.

I'm not sure if this intel will help shed light on your dilemma. Just seems not many people read the new usage policy on Black Op's map packs and it could be something to do with it.
