Microsoft is aware of this problem with this sign-in error in most middle-Eastern countries and are working to fix it.

If your country isn't listed here, then I am afraid there is no workaround for this.

Да не будет скорее всего никто ничего фиксить, это не ошибка, а блок целой цепочки стран, им проще потерять 10-20 процентов прибыли, но всех привязать к их региону, в топку майкрософт, билл гейтс был бы в шоке от такого ведения бизнеса! Продаю и перехожу
на ПС, уроды!

If the previous recomendation doesnt work for you, just do what i do, turn the console off and unplug the AC cable for 30 seconds and plug it in again, this will do the same effect than power cycle...

in fact i can connect to my profile with VPN but without VPN i cant connect to my profile on xbox live.

Just one way of doing this is by connecting to the VPN

It's not possible to set up a vpn for xbox unless you receive vpn as a router
