This may mean one of the following:

•Your billing information for your Microsoft account needs to be updated.

•There’s a network connection issue.

On the link I gave you, there is some possible solutions.

I got the same error message when I was setting up my Xbox One as well. It happened earlier this week. Has anybody actually managed to fix this? If so, how?

 

Try checking if your Internet connection's Firewall and/or your PPOE settings.

I'm trying to login into my existing account and got the same code. I tried to deleted the account and create the new one but got the same code again!! I didn't change any setup of my home wireless network. What's going on here?
