(0x803f8001) Error

Hello,

I recently upgraded from an Xbox One to a One S (digital-only version) I did a network transfer of all my games/apps from the old xbox. No issues with apps.

However, when I go to play a game, ANY GAME, I recieve the following message. "Do you own this game or app? If you bought this online, make sure you're signed into Xbox Live. If you dont have the rights for playing it, you'll need to
get it at the Microsoft Store. (0x803f8001)

I have searched online and have already tried the following:

Restarting the Xbox

Unplug/Plug Back in

Deleting, then readding my account profile

Uninstalling and then redownloading the games

Clearing save game cache and 360 cache

I've made this my Home Xbox

I am signed into Live

I am the original owner of all games, and still have the codes for all.

Nothing as of yet has worked, and I am quickly becoming frustrated. Any help would be greatly appreciated.
