0x803F8001 Error, when everything is logged in and up to date

When I attempt to play Xbox games on my PC I now receive the following error.

Example from Forza.
Forza Horizon 5 is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001

Example from Ori
Ori And The Will Of The Wisps is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001

I have....
Installed Forza 2 times, I figured it may be an error in the download.
Logged out of the Xbox app and Windows store and logged back in.
Validated my game pass subscription is up to date
Logged out of Windows, the windows store, then Xbox, restarted, logged back in to everything.
Turned off auto log in on windows, logged out of everything, restarted and logged back in.

Looking for any assistance. I cannot play any game pass games on my PC.

Thank you. I uninstalled and reinstalled the Xbox App and Windows Store. I did a repair and reset of both apps while signed out. I did the Power Shell reset of the Windows Store.

I checked all updates were installed on my PC.

I also discovered that I cannot play a game that I own. Same error as the game pass games. So it looks like Forza 7 (own) and my Game Pass Games will not launch on PC.

I suggest uninstalling the app completely! Everytime that it tried to give me a hard time I do this and it works wonders! Here are the steps!

I don't think rebooting my PC and Windows is an ideal fix. I think that will cause more work than help.

I had this 0x800 issue around a year ago. I could tell you all the 10 steps I followed to solve it, unfortunately what helped me to solved this was to restart my PC as it comes here:

In the part of Windows 10 click on "Reset this PC" these instructions will help you to solve the problem, you can even leave your important files!
