0x803F8001 Error code from xbox app on windows and forza horizon 3

Ok so probably quite a first world problem I know but I have 2 PC's. Both run on windows 10 and are fully upto date with drivers etc.

One is an r5 1600x with 16gb ram and a gtx 1080 and its my main rig.

The other is an r5 1500x 8gb ram and an rx460 and is my htpc.

Yesterday (28/12/2017) I purchased Forza horizon 3 through the Microsoft store and the xbox app for windows 10 and downloaded it to both pc's. I run the only Microsoft account I have on both and cant say I have had any issues with that crossing over on anything
before now but I have the oddest problem ever now.

So after downloading on my htpc I fired it up and had a quick go. I have genuine xbox pads and the wireless receivers one of each for each rig and all genuine. So no problems.

I then did the same on my main rig and same thing. no problems. I played probs an hour or 2.

I then went back to my htpc and played for a further hour on that.

Tonight I'm running the htpc in my lounge and then start my main rig. I go to open the game for a friend to have a go and it throws the error code 0x803F8001 and the game will not open. Something about my account not being autherised to play!

So I go to the htpc and try to open it on that and same code 0x803F8001 and something about not being autherised to play again.

Ive been through the settings on the xbox app. Ive been through the settings on my Microsoft online account and looked at the devices. removed them both with the hope of re adding them to my account and all being well or clicking a check box to say I want
to play games on my expensive gaming rigs but I cant seem to be able to get an option other than find my device or remove device.

Ive uninstalled the game on the htpc. signed out of the xbox app. turned off the computer. nothing changes on the other! I'm currently re downloading the game but it takes me about 4 hours a pop at 55gb so ill update after but I really want to avoid re downloading
on my other computer if possible.

On steam I know I cant open the same game on both pc's at the same time and I expect the xbox app to work similarly but I'm really confused as to why it dropped me on both computers yet shows the game as installed and ready to play on both yet will not.

I honestly think I need some proper Microsoft help on this one but I am genuinely open to info from others who may have had a similar issue

Error code 0x803F8001​ when trying to play a game on Windows 10

Getting this error when I try and run Forza Horizon 3 on my PC:

Forza Horizon 3 is currently not available in your account. Here’s the error code, in case you need it: 0x803F8001

when i open the game the following message appears:

PT"Forza Horizon 3 não está disponível em sua conta no momento. Este é o código de erro, caso você precise dele: 0x803F8001"

EN"Forza Horizon 3 is currently not available in your account. This is the error code, in case you need it: 0x803F8001"

And close the game.
