Below is a link to a post from the Windows forums with users having the same problem, there are solutions related to upgrading router firmware to using a VPN. It sounds like the issue is in the connection your computer is following to get to Microsoft servers.
Resetting your router or using a VPN may have a chance at changing the route you are taking.

Hi, you might have already seen/tried this but on
reddit someone suggested the following solution that worked for some people so might be worth a try

bobofthejungle 2 points· 24 days ago· edited 24 days agoHey man, don't know if you're still facing the issue but it's normally caused by a missing defender update.

If you navigate to Settings --> Windows Update you'll see a selection for optional updates. Choose to download those, which will include a Defender update. After they download, click restart now so that they apply.

If that doesn't fix the issue download the Windows update troubleshooter and run it.

Next, open the Windows Store Apps troubleshooter by clicking start, typing run and clicking the run icon. In the run window type: ms-settings:troubleshoot then press ok.

Scroll down to Windows Store Apps and click it, then click run the troubleshooter. Next, click start and type Apps & Features, click the icon to open the Apps & Features window. Scroll down the page until you find the Xbox (Beta)
 application and click it and then click Advanced Options. Click repair then reset and then uninstall.

Next, click start and type run, click the run icon. In the run window type wsreset.exe and press enter. Give it some time to reset the windows store.

Reboot your workstation, re-install Xbox (Beta) and try downloading game.

Issue should then be resolved, good luck.

That shouldn't be possible and why did you put this under Using Xbox Rewards or a special offer?

And no you can not go back in prestiges.
