0x80070490 error and can't get back to the home screen

I would follow the same suggestions as Microsoft give here https://support.xbox.com/en-US/error-code-lookup?code=0x80070490 I know it says Xbox 360 but I would delete your profile
from your Xbox one then re sign in

thanks but I have already downloaded this and the problem is that I cant get out of the error message to actually run the fix suggested

You could also try a power cycle. Hold the power button on the console for 10 seconds till it shuts down. This method clears out the cache which may be causing the issue.

Lets try some things:

1) PowerCycle

- Press and hold the white Xbox Button on the Console until it shuts off.

- Unplug the power brick from both sides for around 2 minutes.

- Replug and Restart your Console. Try again.

If the error still occurs try the next step:

2) Reset

- Power off your console

- Unplug the power cord to ensure that the console is completely powered off.

- Wait 30 seconds, then plug the power cord back in.

- Press and hold the BIND button (Xbox One: located on the left side of the console, Xbox One S: located on the front below the power button) and the EJECT button (located on the front of the console), and then press the Xbox button on the console.

- Continue holding the BIND and EJECT buttons for 10-15 seconds. Listen for two “power-up” tones a couple of seconds apart. You can release the BIND and EJECT buttons after the second power-up tone.

- The console should power up and take you directly to the Xbox Startup Troubleshooter.

- On the Troubleshooter select "Reset" and when asked select the option to "Keep your Games and Apps".

Make sure you know your Email / Password combination of your Account before you do the Reset.

3) Offline Update

- Perform the Offline Update as explainded here under "I need to Update my Console offline" http://support.xbox.com/xbox-one/console/system-updates-solution

If nothing helps your Console would need to get serviced. For this follow this link:

and register your Console if you havent already done that. Click on your Console, select the issue and follow the steps.

first thing you can always try is the the manual power cycle steps like mentioned on the following link, be sure to wait at least 60 seconds before powering on again:
