Since you already spoke with the support before, I would suggest trying these steps and see if you can reach the Xbox customer support for them to further assist you with this issue.

Please go to https://support.xbox.com/en-US/contact-us

Then click on "Contact us" > Account and Profile> Then choose I need a Microsoft account> Type Account Recovery> Click Next> Click on See contact options> Select from there, it should show you the option to chat with them or request a call.

I do have proofs on my live account and like I said I confirmed with an Xbox representative that my live account was mine unfortunately they still cannot give me access because they don't have the rights apparently. In case you weren't reading the ONLY way
for me to recover my account is through the form unless Microsoft representatives have been lying to me. I spoke to an Xbox representative they told me to fill out the form, Microsoft help forum told me to fill out the form, Microsoft customer service told
me to fill out the form. I have already proven that my Xbox live account is mine but apparently it doesn't matter.

If your blocked out of outlook your blocked out of everything related to it. The only way to recover it is through outlook. I actually confirmed my Xbox account was mine with an Xbox representative but they cant help me because like I said the only way to
recover my account is through this stupid form outlook makes you fill out. I can't wait until my new recovery method is in place because its rendered obsolete if your account is under suspicion and its pointless anyways because when you fail the form once
they remove all possible recovery methods except for the form. From my hour with an Xbox representative it became quite obvious that your Xbox live account is pretty much 100% bonded to you email, they have no contingency to separate the 2 if you're blocked
out of your email. This is really disturbing because if I or anyone actually was hacked and this same scenario happened we lose everything.

It's not just my Xbox, my Microsoft account got disabled, aka including Skype, and anything else. So I assume Microsoft Support would have control over it. It asks me to fill out the compliance lock even when I log into Skype or Outlook, for example.
