if i buy a dlc for a game i dont own and is game sharing can i play the dlc?

People dont have guns pointed to their heads forcing us to buy the DLC. Game Developers arent like the tax people and take money from our pay checks just to fund their DLC. Game Developers dont take away our free will when it comes to buying DLC. Game Developers
also dont kidnap families so that we are forced to buy their DLC. They also dont black mail us into buying the DLC. NOBODY IS FORCING ANYONE TO BUY THE DLC. I dont buy DLC for everything. I only buy the DLC for the games I like and really want to support.
I have the choice as does everyone else. So what is the problem? Why complain about the DLC? Because it is not free? Not everything is free in this life. Nobody forces anyone either to play video games or to buy the consoles and such. Lol. So there is a problem

ESO does not allow game sharing of ANY DLC. I've experienced this when my wife and I both played. The main game will game share, but you'll have to buy the DLC twice.
