Is there anything I can do for my Microsoft account if my email was changed and deleted?

That sounds incredibly frustrating, especially with your gamertag and Minecraft progress still tied to the account. If the email was changed and deleted, the best step forward is to try and recover the account through Microsoft’s Account Recovery process.

When filling it out, use any info you remember, your old email, Xbox gamertag (orqaa#1305), Minecraft username (yIv4), previous passwords, or devices you used to log in. Be as detailed as possible. There's a section in the form where you can explain what happened, mention that you're still logged into the Minecraft Launcher, and that the current email tied to the account is not yours.

Also, it’s a good idea to take screenshots showing you're still logged in. While you can’t upload them to the form, they might help if you’re asked for more info later on.

Microsoft won’t be able to browse your account history or access deleted emails for privacy reasons, but if you can show enough consistent details, there's a good chance they’ll verify you're the rightful owner.

the hacked manage to delete the email i use for that microsoft account and changed his/her email as primary email,
and also hacker manage to remove my phone number from the account also.

Thank you - so is there anything I can do? I'm guessing that I could delete the gmail account with my laptop on it, add it as a new device to the outlook account and then change that email to my gmail address?

You can not change email address if it is linked to a Microsoft email account, @hotmail, @live, @outlook as doing so will delete the email account and all other Microsoft services linked to it.

Then, as an alternative, can I change the email that is linked to the information? Or somehow link two mails to the account?

You can
change the email associated to that gamertag, but you can never delete the old email or all information is gonna be deleted. This is know as "alias" this means that you create another alias (email address) to the same Microsoft Account.
