    I'm just trying to see if we could drop an update that allows gifs to be wallpapers in Xbox one x and could we bring csgo back to Xbox?

    If you are talking about animated GIFs. I don't think that would happen, but you can download and put any picture as your wallpaper on the Xbox. As for CS Go, you would need to contact Valve, to see if they would bring it back.

    they're already animated wallpapers for Xbox that are approved, it is very unlikely that you would be able to load your own because the dashboard has very specific memory requirements

    The wallpaper you put on a console is exclusive to it, it only remains to update your wallpaper every time you connect to an xbox
