To set your expectations properly, if you had Xbox Game Pass Core and played Forza Horizon 4 before it was delisted, you are eligible for a game token that allows you to keep playing the game.

And these tokens were only sent to players who had an active, full-paid Game Pass subscription and had purchased DLC for Forza Horizon 4 before June 25, 2024. If you only played Forza Horizon 4 through Game Pass without purchasing DLC, you are not qualify for the token. Also, free DLC does not count toward eligibility.

Tokens were sent through Xbox Messages, so open the Xbox Message Center on your console or the Xbox app to see if you received one.

For region locked content, your account region has to match your physical location. So your account region would also have to be Japan. There is no way around this. Using a VPN does violate the terms of service so it does put you at risk for being banned
if you go that route.
