Can a second-hand user recover a permanently banned Xbox?

There's no way to appeal a console bans and console bans cannot be reversed. That's one of the risks of buying secondhand.

If the Xbox has a permanent console ban then its just that permanent and wont be reversed for any reason.

If the seller didnt disclose to you that the console was banned then thats likely why they sold it in the first place.

Unfortunately your only recourse is to get a refund from the seller. If they wont give you a refund then there isnt much more you can do unless you bought it with your credit card then you can dispute it with your bank if the seller didnt disclose it was
banned.

An Xbox Live device ban is permanent for Xbox consoles and devices. Even if the ownership changes, the device ban is still there and can’t be lifted. If you purchase an Xbox console or device that’s been banned, you won’t be able to connect to Xbox

Afraid there's nothing anyone can do.Console bans are permanent & never overturned.This is the risk you take when buying a 2nd hand console.

Your only option is to take it back to where you bought it & get your money back.
