Changed Microsoft settings to allow multiplayer, but Minecraft doesn't recognize the change...

To change your Microsoft account privacy settings, sign in to the privacy & online safety page You can also make these changes on an Xbox One, Series X|S console or through the Xbox Family Settings app.

When making any account changes, make sure to select “submit” to confirm and save these changes.

Note: If you’re using a child account, you’ll need an adult in your family to sign in to their Microsoft account to change your privacy settings.

To play Minecraft Realms, you need to allow the following settings:

“You can play with people outside of Xbox Live”

“You can create and join clubs”

“You can join multiplayer games safety”

Check your privacy settings under your Microsoft account to see if it allows for multiplayer.

The world you play on check to see if it is set to allow for multiplayer or not, it does sometimes seem to change that settings aswell.

I have tried with both Firefox and Edge. Same result.

I changed my status in the family from Organizer to Member, and this allowed me to change my settings using the Xbox Family app logged in as the other organizer, but Minecraft is still saying my settings don't allow multiplayer.

Please let your friend check their privacy settings under their Microsoft account to see if it allows for multiplayer.

Also, check the world you play on to see if it is set to allow for multiplayer or not, it does sometimes seem to change the settings.
