Xbox mobile app not longer gives option in library to view owned games

So I can better understand your situation, what operating system are you using?

Hi, unfortunately Cities: Skylines is among the games that recently left Game Pass (I believe on March 31, 2020). This means that the game is no longer available on the Game Pass service, and would need to be purchased to own in order to play.

In general, Game Pass updates the games which are "leaving soon" every couple weeks, with games currently on that list set to leave at around the middle or the end of the month. The list can be viewed on the console, PC, and mobile versions of the apps.
On the mobile version of the app, you can select between "Console" and "PC" at the top of the app to view each library of offerings separately, including the separate "Leaving Soon" sections.

That's strange. It should not be removed on its own unless it's uploaded to Xbox network and is past 30 days with no views in it.

Please try to enable the automatic upload:
Press the Xbox button to open the guide, and then go to Profile & system > Settings > Preferences > Capture & share > Automatically upload.

Check as well your Xbox app on mobile.
Launch the Xbox app.
At the bottom of the screen, select My Library > Captures.

If you would like to see what games you own, you can go to the Xbox menu on your console, click “My Games & Apps”, and click on the games tab. In the Xbox App on mobile, you can open the app, click “My Library”, and click on the games tab for that as well.

As long as you're on the same account that purchased the games, they should show in your library in the Xbox app or give the option to install when you look them up in the store. If they don't, then they were either bought on another account or if you previously played them through Game Pass, but no longer have Game Pass it would do that too.
