    Damn it! OK Here is the problem "Model C:\Program Files\Common Files\Microsoft Shared\Windows Live\ WindowsLiveLogin.dll failed to register. HRESULT -2147024891. Contact your support personnel.

    If you're registered for the program, you should be able to sign in on the top right of the page.

    Otherwise, that's what the page looks like if you've never registered for the program. Since the program is shut down it is no longer possible to sign in.
    I have i signed in. Then i get to the page and it doesn't show i'm signed in. I've done that multiple times on multiple devices

    If you are trying to sign up as a developer for Xbox, and register for the ID@Xbox program, you will want to reach out to the program via id@xbox.com

    Alternatively, if you are having issues with Microsoft Partner network, please contact their support here: Help + support - Partner Center (microsoft.com)

    You will need to sign into your account you used to register on the partner network. If I have not given you the right contact links, please can you tell me what platform you are wanting to publish games to, and I can see what support service you will need to reach out to.
