    Just to help narrow it down, which setting exactly are you referring to when you say multiplayer is on?

    Also, which game are you trying to play, and are you part of a Microsoft family group? Some multiplayer features can be restricted by family settings even if the multiplayer option looks enabled.

    I understand that you are experiencing issues accessing multiplayer.
    I apologize for the inconvenienced this has caused you. I will do my best to help you.

    Based on the error you are getting, it means that the system has verified that you own a child account. Wherein a child birthdate was saved on the account when it was created.

    Nothing to worry because to enable you to access multiplayer all we have to do is to link an organizer account. The organizer should have an adult birthdate.

    To add an organizer, please sign in the parent/organizer account here: https://account.microsoft.com/family/ >; Add a member> Please add your account.

    Once added, sign into your email and accept the invitation.

    After that sign in the parent/Organizer account here: https://www.xbox.com/user/settings/privacy-and-... then click on your account.

    Choose the option: "In Privacy & Online Safety, click Xbox One/Windows 10 Online Safety."
    Scroll down to the second option from the bottom, stating “You can join multiplayer games“. Set this to Allow.
    Click Submit to save your changes.
    Please test it out and see if it works.

    I've had this issue as well even though all of my privacy settings are open. In my experience, adding each other as friends before trying to play together seems to be the only way to solve it.
