Problem when trying to play Cities Skylines 2 from Xbox Game Pass Ultimate

I desperately want to play CS2, but I keep running into this problem whenever I launch the game. The loading window with the CS2 logo appears, but after the game enters fullscreen and my cursor changes to the Cities Skylines mouse, it just shows a black screen. Also, clicking anything causes the game to crash, showing a Windows error message: 'Cities2.exe stopped responding,' with options to wait or close the game. Even when I close the game, I can't relaunch it since it bugs my PC and it stays in the background so retrying just brings up a message saying the game is already running (Control Panel freezes afterwards too, so I just have to restart my PC everytime because I can't force quit the application)

I got the game through Xbox Game Pass Ultimate to play on my PC, and I have a Radeon 6600xt GPU with an Intel 12600k CPU and 32 GB ram, so I don't think hardware is an issue. I also just got the game so there are no mods.
