How do I close a Microsoft account without signing in?

A Microsoft account and Xbox account are essentially the same thing. In order to sign in on Xbox, it requires a Microsoft account. If you don't want him to use your Microsoft account, you should create a child account for him.

There's no way to request a gamertag. The only way to get it (without getting a suffix added) would be for the original owner to change the tag to something else, or if they do not sign into their Xbox account for 5 years, it will be freed up by the system.
