it would depend on the game but it is typically impossible to transfer anything between stores or platforms

You shouldn't have any issue transferring all of your saved characters to xbox one from 360.

are you transferring them correctly as only one save file can be uploaded at a time, so you have to transfer your saved data for each character one by one, I only just recently did this for my borderlands 2 saved characters and had major problems getting
all of the characters transferred.

Thank you for posting here on the Xbox forums. We understand that you would like to transfer saved data from one account to another. Unfortunately, this is not possible. All account information is permanently attached to your account and cannot be transferred.
This includes things like saved data, games owned, achievements etc.

Any USB stick can transfer data from one hardrive to the other, i remember transferring my resident evil 5 save from my old xbox to my new xbox.
