Messaging ban affecting xbox360 sign in

there is a message that they are having problems signing in... prob affecting you. I am also having issues signing in.

Consoles banned between late August and Sept 9th may have been banned wrongly. If you can sign into XBL on your banned console today then you were one of those affected and can look forward to 3 months XBL gold and 1600MSP as compo. If you can't sign in
then you were rightly banned.

i can still get notifications about friends signing in and when i get messages but not when i try to sign in to xbox live,its something to with my profile because i have another profile on the same console and that signs in fine.castlevania could be affected
by this or i have heard they may be problems with the dlc itself,i'm not sure.could my account have been banned or suspended for any reason,but would i still be able to play online if it did.

This is weird here in the web page its said 19.99$ I went to my xbox360 and sign in and it tell free...free or its a glitch I no want to download it and then they charge me the 19.99$ or worst get banned.
