Did you purchase the game from the Microsoft/Xbox store? Can you see your order showing as completed on your purchase history?

If it is showing as completed, it is just a sync issue. Try to download it from your library:

Press the Xbox button > My games & apps > See all > Full library > All owned games.

See if the game is listed there and try to install it.
