None of my game pass games work while in offline mode even with offline permissions...

There are certain games that won't work with offline mode. See this post:

What happens when you try to launch the games offline? Do you see an error message?

I couldn't find information on the Xbox website about which games should be playable offline. For that, contact the game developer directly to ask about compatibility.

You might also want to try it on a different WiFi Network or mobile hotspot just to rule out if it's related to your internet provider.

I've been having issues with the Xbox beta app for PC the past week. I've noticed that the Xbox and Windows Store apps keep changing the status of my subscription, which subscription I have, and it keeps disabling Offline Permissions by itself. Have you
checked the Windows Store app to make sure Offline Permissions is enabled there on the device you use for Offline Play? This might be similar to what you're experiencing. On the Xbox app click your avatar and select feedback and submit this there too. We might
need to get MS engineers on this.

How is there an outage on games that are downloaded onto our hard drives? How does Xbox Live have anything to do with things we have paid for and downloaded? It is obvious that there is some coding in there to make it so you have to have Live to play,
forcing people to continue to pay for the service.

Is your account set as your "home"? And have you tried setting your console to offline mode in the network settings?
