My younger brother's account is locked for no reason

I made an account for my younger brother for his minecraft in his phone but after just a few days his account was locked and he didn't do anything but play minecraft. Since he's still young I used my account to be the parent account in creating his.

I first tried the phone number to be sent a code but then it said "try another verification method" with nothing else but "learn more" I clicked that and followed what it's said in it, even tried the sign-in helper but it just drove me in circles, even tried to recover the email and reset the password but even after all of that it's still locked. Even downloaded the family safety app but still no luck. It's been a few more days now.
