Alt accounts

Are you trying to play games that were purchased on the other account or were they purchased on the alt account?

If they were not purchased on the alt account, the alt account can only access those games on your other account's Home Xbox.

Sorry to hear about your situation. Your best option is to report them and block/mute them and just ignore them. Don't send any messages back to them as they can use that with a report on you. Unfortunately there are people out there like that and make
it hard for other gamers to have a safe and good time online.

All you can do is report and block but you can also go in your settings and block the message so you won't see their hateful messages as well

Unfortunately there isn't much you can do about to stop them from doing this, other than what has already been suggested, just to re-iterate those points, block and report any account doing this, and you can also change your settings for messages so you
don't even have to see them, and do not reply as this may lead to enforcement action against you.

Yes, you can play owned content on any other profile registered on the console, as long as the “Home Xbox” feature is enabled on the profile that owns the content.

For example, to play Destiny with your alt account, you need to enable Home Xbox on the profile that owns Destiny.

The feature can be enabled via Settings > General > Personalization, and then select My home Xbox > then select Make this my home Xbox.
