Transferring Xbox 360 game saves to Xbox series X via USB not working

My roommate just got a brand new Xbox series X. He has all of his games and everything on his old Xbox 360 he's had for 20 years. We copied all of the games and saved data from his Xbox 360 using a usb 3.2 drive with 1289, and when plugging it into the Xbox series x it says we have to format it, but once we do that, it erases everything. We cannot figure out how to pull up all of his saved games and data from his 360. Also, he doesn't have Xbox live or cloud so it needs to be via USB. HELP!
