    This needs to be implemented on a server level by Microsoft and a developer level in their games and as well as on a kernel level on Xbox One consoles same as QoS is a setting on Xbox consoles now, if they can implement QoS on Xbox One consoles they can implement SQM on Xbox consoles as well and make online lag non-existent with QoS AND SQM together on Xnox consoles it works google it and Microsoft can afford it because they have over 30 million Xbox Live subscribers remember that we pay for this, we better get it.

    QoS vs SQM - Quality of Service vs Smart Queue Management.

    I could explain but essentially QoS dedicated bandwidth where is SQM prioritizes it.

    I never experienced buffer bloat in a game restart teleporting/ rubber banding back and forth to where you were 5 seconds ago yeah that's Buffalo anyways QoS doesn't solve that it's good for low bandwidth connections. SQM on the other hand prioritize his Network traffic and prevents bufferable from happening because apparently too many packets are sent at once and your connection can't receive them resulting in the rubber banding / buffer load in almost every online game these days.
