Why Cant I unmute players?

It simply states that:
Normally, you should be able to unmute a friend from their profile card. Regarding your concern, there's a possibility that unmuting your friend requires validation from the Enforcement team that's why it takes time to unmute them. If your friend still muted, I recommend that you contact our Xbox Support team so that they could be able to investigate further the issue for you.

yes, or i do get in a party and my and my friend are muted and we cant unmute eachother

What I did was go into the game press start then mute players and at the bottom it says unmute all try it it worked for me

Yes. I unmuted myself. The mic had worked previously. That's why I don't know what the issue could be
