Why am I suspended from all online activities from a miscommunication?

My Xbox account was logged into by another person and with the access they used the card information on my account to gift themselves 3 months of Xbox Ultimate Gamepass and when reporting it I was told I would get a refund and it was under investigation. I was told that the other person would receive a suspension due to this, but I was the one who received a 15 day suspension from all online activities such as messages, partys, looking for group post, and playing any game online.

I do understand that I am responsible and I received a 4 day communication ban from a message sent by them, but I was suspended from him using a card on my account to gift himself something and after I got it refunded I was banned for the use of the card.

Very likely the same person who performed the illicit transactions also use your account to misbehave online. Unfortunately you are responsible for conduct committed on your account. You can appeal here, Please note that enforcement actions may take up to 48 hours to appear on the website

It's a miscommunication from Microsoft to the consumers about that, but that is why there are 2 different cards for 2 different things.

I have called customer support three times about my account being permanently suspended without details. I found unusual activity reported in my junk mail that I was unaware of from Moscow Russia and I think this is why I am suspended, but I am unable to file an appeal. It gives me an error every time and I am unable to unlock my account. Any help?
