Minecraft Launcher stuck on "Downloading update files"

This problem is known to you.
Minecraft Launcher wont start anymore, And it is stuck on a loading screen where it "Downloads update files".
I have reinstalled and removed the Launcher multiple times and rebooted my PC multiple times.
My system is up to date and has never had issues. This is definitely a Launcher-side issue.
Reinstalling hepls ONCE. And once you restart it doesnt work anymore.
