    Just tried all of that and none of it worked, same message keep popping up.

    I am in Canada, my payment method is PayPal, everything is the same region, haven’t tried a different payment method or use the Xbox.com website.

    Where are you physically located? (Country)
    Your payment method, Microsoft account region and console region are the same as your physical location?
    Did you tried using a completely different payment method to see if the issue persist?
    Or, did you tried to purchase the desired content using the Xbox.con website instead?
