    You can't delete cloud content, but if you delete something from your console it will be also deleted in the cloud.

    You CAN actually delete your save game data locally on your xbox and leave it in the cloud. Go to your games/apps section in dashboard and go to the game in question. There are options to delete the local save game data and save game data in the cloud. You
    can delete local data or delete local and cloud data.

    I also deleted the whole game from the xbox and reloaded. The cloud data in or excluded it doesn't give me the option to delete the cloud service.

    If the game you deleted was a Xbox One game, then your savegame data should be safely stored online in the Xbox Cloud, unless you chose to delete the savegame data from "all" consoles.

    If you only deleted the local savegame storage, simply launch the game (after installing it, if necessary), and then let the console synchronize your savegame from the cloud.

    If there is a conflict about the local savegame and cloud savegame, make sure to choose the cloud version in the confirmation dialogue.

    Ok, I understand.

    That depends on whether the console has already synchronized the deleted game to the cloud.

    If the console hasn't deleted the game save from the cloud yet, the game sync with the save file in the cloud automatically. When you start the game, it'll download the save from the cloud.

    If the game save however is gone in the cloud as well, then there is currently no way to get it back again.

    If you went to Menu > Manage Games > Saves > Delete Save Data > “Delete Everywhere“, it's deleted from the cloud and can't be recovered.
